Howard became involved with population issues as a student at Michigan State when he joined Zero Population Growth (who have subsequently changed their name and charter). As a world-traveler he saw up close the ravages of overpopulation in Africa and Asia. His chosen career was police work which he retired from after 18 years. He learned Spanish to be effective because even American-born Hispanics often spoke little or no English. When a colleague arrested 3 illegals from Mexico in 1979, his buddy was nearly arrested himself by the NIS agents the next day. He naively thought cops could and should arrest illegals.

As Howard rode his horse Misty across America in 2003, his brother Frosty became a 24/7 activist to stop the unarmed invasion of legal and illegal immigration. Frosty educated Howard and his awareness of the problem grew. His passive support became active in 2006, when the Brothers Wooldridge decided to launch a massive, nation-wide publicity and education project, the 21st Century Paul Revere Ride. While Frosty puts rubber on the road, Howard quietly coordinates this 48 state effort to save America.
